A couple of comments on this. Obviously the pace with which the world is deteriorating there is an urgency for the US to get Bagram back which would invalidate any negotiation and years long engagement with the Taliban to get this back. Practically if the US wants it back there isn't much the Taliban can do, the US will go in reclaim it, setup a perimeter and anytime they look like mounting a resistance the American's will take it out. No need to occupy the whole country or try to install and maintain a stable govt and everything that comes with an actual occupation which is what consumed a lot of resources with in the first Afghanistan adventure. Secondly the author talks about agreements etc. when it is pretty clear that the world is in a new phase of great power conflicts where the great powers will do whatever is in their interests regardless of law or what the international community thinks is right or just and this isn't limited to Trump... I think we have seen a permanent change in the way the US does things as it is now about existential survival.
