USA makes the rules and break their own rules as it perceives itself as beyond any rules!!
One should not forget the USA was formed by Europeans who came and occupied the land and then killed of the locals to take over their lands [and now some in reservations as tourist attractions] and then imported Africans as slaves and used and abused them in their farms and homes and thus developed the country. Today's USA political leaders may have the same genes of the Europeans who colonised many countries and plundered their wealth and had many laws for others and none for ownselves.
This may not continue for long as the world progresses.
