Hong Kong's political system is becoming increasingly dysfunctional, with one of Beijing's most loyal acolytes criticizing the performance of a key component, the Executive Council (Exco), supposedly the territory's top policy-making body. The critic is Tsang Yok-sing, currently President the of the Legislative Council but previously head of the Democratic Alliance for the Betterment of Hong Kong (DAB), the main pro-Beijing political party.
