The 10 members of the Association of Southeast Asian Nations require a collective US$2.76 trillion in infrastructure spending between 2016 and 2030, according to the Asian Development Bank (ADB). That is about 5.7 percent of gross domestic product. Given that ASEAN states spend only about 2.3 percent of GDP on infrastructure, they are plainly falling far short of their needs.
