“Tindog Tacloban!” read a large poster in the center of this destroyed Leyte city in the Philippines. It roughly meant “stand up Tacloban” and was a sign that things were changing in a city devastated by Typhoon Yolanda (Haiyan), which was hit on Nov. 9 by sustained winds up to 230 kmp and gusts up to 315 kmph
